The procedure for registration of tariffs for electric heating.

Many consumers are interested in the issue of how to legally register tariffs for electric heating, thereby significantly reducing the cost of paying for consumed electricity and saving their money.

Calculations for consumed electricity by household consumers are carried out in accordance with the resolution of the NERC of Ukraine "On tariffs for electricity supplied to the population and calculations" dated 23.04.2012 № 497, as well as the resolution of the NERC of Ukraine "On the procedure for applying tariffs for electricity" dated 23.04 .2012 № 497.

The procedure for providing tariffs to household consumers of electrical energy that use electrothermal heating means, provided in the clarification of the NERC of Ukraine dated  07.05.2013 № 3100/13 / 347-13 and provides the following.

In accordance with the provisions of the Law of Ukraine "On Architectural Activity", the procedure for confirming that the house is duly equipped with kitchen electric stoves and/or electric heating installations is the project documentation. Thus, the tariff for electric heating for objects of architecture by the energy supplier may be applied in accordance with the design decisions.

This need is also determined by clause 42 of the Rules for the Use of Electrical Energy for the Population (hereinafter referred to as the Rules), which clearly states that the consumer of electrical energy is obliged to agree with the energy supplier for new connections and re-equipment of internal wiring, carried out in order to increase the consumption of electrical power.

In addition, the norms of clause 4 of the Rules establish that the contract must indicate the amount of power, which is determined based on the power of the current collectors available to the consumer. In this case, the total power cannot be higher than the power provided for by the technical conditions or technical characteristics of the consumer's electrical network.

According to Art. 152 of the Housing Code of Ukraine, re-equipment of residential buildings is carried out on the permission of the executive body of the local council of people's deputies.

Considering the above, in order to equip a consumer's residential building in the prescribed manner with kitchen electric stoves and/or electric heating installations, he should fulfill the following conditions:

For new buildings:

• order specifications; (Contact the Information and Consulting Department of JSC "Kharkivoblenergo" or the appropriate department of regional electrical networks);
• develop a project for the power supply of a residential building (architectural object) and submit it to the energy supplier for approval;
• install and connect electrical equipment in accordance with the design solution;
• the owners of the facilities carry out the commissioning of reconstructed and/or constructed or technically re-equipped facilities;
• submit a written application to the energy supplier for the conclusion of an agreement on the use of electrical energy (hereinafter the Agreement) (clauses 3 and 7 of the PKEEN), providing documents on the ownership or use of housing, a passport and identification code, an agreed project for the power supply of a residential building, as well as a declaration of the constructed object ready for operation, which should state the type of heating of the house.

For existing electrical installations within the permitted power:

• develop a project for the re-equipment of electrical networks;
• obtain permission from the executive body of the local council of people's deputies to re-equip a residential building in order to install electrothermal heating means and/or stationary electric stoves;
• install and connect electrical equipment in accordance with the design solution;
• the owners of the facilities carry out the commissioning of reconstructed and/or constructed or technically re-equipped facilities;
• apply to the energy supplier with a written application to make the appropriate changes to the agreement and provide the necessary documents for the conclusion of such, taking into account the changes made (document of the local executive body on the compliance of the converted facility with the design documentation, citizen's passport, identification code, document of ownership or use of the facility, technical passport for the house indicating the type of heating).

For existing electrical installations requiring an increase in the permitted power, taking into account the use of electrothermal heating means and/or stationary electric stoves.

The executive body of the local council of people's deputies permission to re-equip a residential building in order to install electrothermal heating means and/or stationary electric stoves;

• order specifications for increasing the capacity of an architectural object;
• (The owner or the balance holder of the architecture object should contact the Information and Consulting Department of JSC "Kharkivoblenergo" or the appropriate department of regional electrical networks) develop a project for the re-equipment of electrical networks and submit it for approval to the energy supplier;
• install and connect electrical equipment in accordance with the design solution;
• the owners of the facilities carry out the commissioning of reconstructed and/or constructed or technically re-equipped facilities;
• apply to the energy supplier with a written application to renegotiate the agreement for the use of electrical energy, taking into account the changes made and provide the necessary documents (document of the executive body of local authority on the compliance of the converted facility with the design documentation, citizen passport, approved project for the re-equipment of electrical networks, copies of electrical test protocols in accordance with with clause 1.1. of Rules for the technical operation of electrical installations of consumers, identification code, document on the right of ownership or use).

For individual apartments in apartment buildings:

According to the requirements of the Law of Ukraine "On the regulation of urban planning", technical conditions are issued for the engineering support of a construction object - an apartment building, and not a separate apartment. Therefore,  installing electric heating devices in individual apartments will lead to an increase in the value of power, as technical conditions must be developed for the architecture object as a whole.

That is, the consumer must contact the owner (balance holder) of the architecture object, who, in turn, initiates an adjustment of the permitted capacity by the amount of connected capacity.

 In accordance with the above-mentioned NERC clarification, if there is design documentation for an architectural object (house) or for an apartment - a technical passport of the BTI, according to which an architectural object (house) or an apartment is equipped with electric heating installations and/or kitchen electric stoves, such an architectural object (in particular, house) or apartment should be considered equipped in the prescribed manner with electrothermal heating means and/or stationary electric stoves for cooking.  The above tariff does not apply to residential buildings equipped with stationary electric stoves and/or electric heating installations in violation of the established procedure.
